Article I
Name of Council

The name of this committee shall be the Little Lake School Site Council

Article II
Purpose

The purpose of this council shall be to:

Assist in the development and evaluation of the SPSA Plan.

Assist in the review with the principal, teachers and other school personnel the implementation of the SPSA Plan and to assess periodically, the effectiveness of the program.

Assist in the annual review of the SPSA Plan, establish a new SPSA budget consistent with the Education code, and if necessary, make modifications in the plan to reflect changing needs and priorities.

Take other action as required by the Education code.

Article III
Membership

Section 1 The council shall be composed of the principal and representatives of
teachers elected by teachers at the school; other personnel elected by other school personnel at the school; parents of pupils attending the school or other community members elected by parents.
At the elementary level, the council shall be constituted to ensure parity between the principal, classroom teachers, other school personnel and parents or other community members elected by parents.

Classroom teachers shall comprise the majority of those people representing school staff.

Section 2 The membership of this committee shall not exceed 20.

Section 3 Members shall serve 2 years. At the conclusion of a member’s term, at least one year shall elapse before such member may be elected to a new term. Term of office shall run from May to May. A joint meeting of
members will be held in May.

Section 4 Election of Parent/Guardian/Community Member – Nomination Newsletter sent to all families in March. Elections will be held in April.

Section 5 Each member shall be entitled to one vote and may cast that vote on each matter submitted to a vote of the council.

Section 6 A member shall no longer hold membership when he or she ceases to be a resident of the area or no longer meets the membership requirements under which he or she was elected. Membership shall automatically terminate for any member who is absent from regular meetings for a period of three consecutive months. If a member should need to be absent, they should contact the chairperson prior to the meeting.

Section 7 Membership in the School Site Council is not transferable.

Section 8 Any member may resign by written notice to the chairperson.

Section 9 Any vacancy on the council shall be filled by appointment by the chairperson, in compliance with Article III, Section I Remaining parents on the ballot may serve as alternates or be appointed by the Site Council Chairman to serve as a member if a vacancy occurs in the membership. The chairperson will select the appointee from the remaining names on the respective parent or staff ballot. The appointee shall finish the remainder of the term.

Article IV
Meetings and Quorum

Section 1 Meetings shall be held at least three times per year. Additional meetings can be held as needed.

Section 2 A simple majority of the membership shall constitute a quorum. Lacking parity of representation, a request for a re-vote must be honored at the next regularly scheduled meeting.

Article V
Amendment

Section 1 These by-laws may be amended at any regular meeting by a two-thirds vote of the membership with parity. Prior notification is necessary to all members

Section 2 The meeting will be governed by these by-laws and any dispute will be settled by Robert’s Rules of Order.

Article VI
Duties of Officers

Section 1 It shall be the duty of the chairperson to preside at all meetings.

Section 2 In the absence or disability of the chairperson, the vice-chairperson shall preside.

Section 3 Should both senior officers be unavailable, the secretary shall preside.

Section 4 The secretary shall keep the minutes of all meetings and attend to all other secretarial duties.

Section 5 The vice-chairperson shall be the parliamentarian.

Article VII
Duties of Council Members

It shall be the duty of all council members to:

Attend all meetings

Accept positions as officer or subcommittee members when so appointed or elected unless unable to carry out the duties entailed.

Article VIII
Officers

Section 1 The officers of this council shall be a chairperson, a vice-chairperson, and a secretary.


Section 2 All officers shall be elected at the May meeting, written notice of the election having been given.

Section 3 New officers shall assume their duties at the conclusion of the May meeting.

Section 4 No member shall hold the same office more than 2 years in succession. Chairperson and vice-chairperson shall be elected from the continuing membership.

Section 5 Should an officer resign before new elections are held, the chairperson shall appoint a member in good standing to assume the office until the next regular meeting when the vacancy will be filled.

Article IX
Committees

Section 1 The chairperson shall appoint such committee as he or she considers necessary at any time, or as directed by a majority of the members present.


Article X
Effective Date

The effective date of these amended By-Laws shall be December 3, 2015.
